What is the WMO?
The WMO (Wet Maatschappelijke Ondersteuning, the Dutch Social Support Act) requires every municipality to arrange social support for residents who need it: home care, household help, mobility aids, day activities, and guidance for elderly, disabled, and vulnerable people. Before support is granted, the municipality must establish who the applicant is and assess their needs, traditionally through an in-person home visit by a case manager.

Before entering the video call, citizens share their identity information by reading and verifying their identity document with NFC, so the case manager knows exactly who they are speaking to from the first moment.

If a municipal case manager requires additional assurance, they can optionally request biometric verification. It is never mandatory, it is available only when the individual case calls for it.

Book a home visit or a secure remote session
The municipality schedules the assessment through the appointment system. Citizens who cannot easily receive a physical visit, or would prefer not to, can be offered a secure remote video session instead, improving access for elderly, disabled, and less-mobile residents.
2 Β· Identity (NFC)
Citizens confirm who they are before joining
Before the call begins, the citizen reads and verifies their identity document using NFC on their own phone. The case manager joins the conversation already knowing the person's verified identity, no documents to email, photograph, or hand over.
3 Β· Secure video
A conversation that cannot be faked
The assessment takes place in an identity-gated video call engineered so that deepfakes, injected video, and silicone masks cannot be used to impersonate the citizen. The case manager speaks to the real person, remotely, with confidence.
4 Β· Optional biometric
Extra assurance, only when needed
Where the case manager judges it necessary, an optional biometric check can be requested to further confirm the citizen against their document. This step is discretionary and applied case by case.

Our solution is fully in line with the WMO and the identity-verification obligations that sit around it, while adhering to the privacy of the very individuals who need the municipality's assistance. People are asked to share only what is necessary, the process is transparent, and, because raw biometric data never leaves the citizen's device, the municipality is not left holding sensitive personal data it does not need.

eIDAS 2.0, EU Digital Identity
The revised eIDAS Regulation mandates that EU member states provide citizens with a digital identity wallet by 2026. WeVerify is built eIDAS 2.0 by design, qualified trust service provider, Multi-jurisdiction compliant, and is positioned to integrate with national wallet rollouts across member states as they occur.

AVG / GDPR, Biometric Data in Public Sector
Public sector organisations processing biometric data for identity verification must comply with AVG (GDPR) Article 9 requirements. WeVerify's architecture processes only cryptographic proofs, no raw biometric data leaves the citizen's device. This removes the Article 9 special category data processing concern from the controller's DPIA.
